The articles I read don't actually mention that it is for importers only but my thinking is if there is duty free allowance that suggests there is an actual duty to be paid on anything over the duty free allowance (e.g. as we do in Australia, if you bring more than the allowance you just pay the duty).
Either way I will know officially when I hear back from the consulate.
