This is from the Perth International Airport website.

A Terminal Transfer Bus Service is avaliable between Terminal 1 (International) and Terminals 2 & 3 (Domestic) operating between the hours of 0300 and 0200 each day, to coincide with the arrival and departure of international airlines.

I think the entire airport is smoke free so you would probably have to smoke outside, but being a non-smoker I am not 100% sure on whether there is a smoking lounge inside.
