We were confused too. We arrived a couple of weeks ago and were first off the plane. We went straight into the queue. Noticed others were getting their Voa pink slips, then it had twigged that it had moved from the previous year to the back wall. There was no hostess to direct us to the Voa counter. Yep wish someone had posted this on the forum, no matter.
As we were off the plane first when we got down to the Voa section there was no immigration hostess (she was in a bright green uniform)which appeared later when say hmmm another 2 planes landed and she directed ones to the Voa counter. I noticed some people did the same as us and directed them to the Voa counter before they got too far in the queue.
If this does happen, make sure one person stays in the queue for the Immigration and the other goes to the Voa counter, the counter only takes the VOA money ($25US), need to show passports yet the other person of the family or group can stay in the Immigration queue.
The more we post this the more ones will know, at least I'll know for next time.
