A 60 day 211 Tourist Visit Visa "cannot" be extended.
A 60 day 211 Social or Business Visa can be extended, using a sponsor for the Social visa.
A 30 day Visa On Arrival can be extended once for a further 30 days.
You have a 60 day Tourist Visit Visa, and the guy at immigration is correct in saying it cannot be extended.
It's confusing because Indonesia keeps changing the rules, and not telling all their departments about the rules, and then there is also no such thing as "cannot" when it comes to immigration anyway.
What you "might" be able to do is get them to make your Tourist 211 into a Social 211 with the help of a sponsor. You should see an immigration agent for assistance with that because technically it is not possible, but I know it has been done in the past. It could still be a cheaper option than flying out to Singapore. Try someone like Bali IDE.
Strangely, Indonesia does not recognise that a tourist might want to stay longer than 60 days in Indonesia.
