We travel to Bali in July and stay at Ubud and sanur. While the days are warm to hot at night in Ubud you might need a longsleeved shirt/top. At sanur the seabreeze can be a little cool even of a day if you aren't in the sun and at night we usually sit in a restaurant as opposed to the beach because it has become way too cool in the night breeze.
When my partner went on a mountain bike ride last year, one of the places they stopped in to see the lawak coffee had a fire going!
As for dressing up there are a number of dressy places you can go to eat/drink especially in Seminyak and Sanur. Be warned though, bogans are everywhere in Kuta and Tuban and their idea of dressing up is wearing thongs that match their T shirt.
High heels are dangerous at the best of times but in Bali they are suicidal unless you don't have to walk along the street to get to where you're going. Footpaths are usually broken/have holes/are uneven etc etc.
I find the very open weave/knit cardigans that cost around 60,000 rupiah and come in a wonderful range of colours (and sell for 5 times the amount back home) are fabulous as they are lightweight but keep the chill out.
