It is a minefield.
Perhaps spend a month or two there on a 60 day visa and get about the place talking to people and agencies to start to get a feel for it.
Foreigners cannot own property in Indonesia, so you need to speak with someone at length to sort out how best going about this.
Without some personal references, built over time, you don't know who is genuine and who is not, and Bali is awash with people, both Indonesian and otherwise very keen to lighten your wallet.
Some ex pats on this forum may be kind enough to chip in.....but tread very softly.
