I have travelled to Bali with a 9month old so it wasn't as difficult as it may be for you with 4. The thing is to be ultra prepared. We took portacot and depending on airline it shouldn't add to your luggage allowance as with the pram. I would advice against a big pram and if you have them take a few strollers. We have the phil and teds pram and it came back pretty much destroyed. Some taxis couldn't fit it too well in boot so it was really jammed in there and forced to fit so some parts of the pram are now all bent out of shape. We are travelling again this time with a 3 year old and 2 year old and definitely only taking small strollers.
I don't know if your 10month old is still breast feeding or on bottles but we took sterilising bags that are reusable. You can use them in the microwave and you get them from baby bunting.
Don't know if you have booked accommodation but try to get a room surrounding the pool. This way when our little one was having a day sleep or night sleep we could still swim or have a few drinks with friends by the pool while still sitting just outside our apartment, this made it much more enjoyable so that we too could have some time.
Our apartment also had a small courtyard and we bought a little blow up pool which we filled with boiled water and bottled water for his bath. Our son liked to suck on face washers and sometimes drink water while playing so this way we didn't have to worry about him drinking the bali water. Really big water containers only cost us about 5 au dollars and we only needed one per bath with a couple of jugs of boiled water. A little bit of a hussle but we had peace of mind and he played in his bath outside every night for about half an hour.
Hope some of this helps. If you are prepared Bali is a great place to go with kids and you will have a wonderful time. We are going back in March.
