the rate usually reflects the ups and downs of the world markets, so those with higher rates could ask for a commission to add to the notes they have thumbed off your pile of notes to the floor when you so much as glance sideways. Rule of thumb - higher the counter, shadier the deal! we have found the kodak shops to be good, glass counters, other smaller shops along the streets are ok too, you can be pretty sure they ok if they tell YOU to check now and they not touch it again. safest though are those like next to matahari kuta.
