The wi-fi signal will be what we call broadband/adsl, ie should be fast. If you want to buy a prepaid USB Broadband connection, you will be able to use your laptop anywhere, at anytime (almost), ie it connects via a 'connection in the sky' like the mobie telephone connection. I dont think you will need to buy a prepaid.
In the unlikely situation of not being able to find a wi-fi connection available in the areas you stay, then you may use the cable to connect at an internet cafe (which doesnt have wi-fi available).
If you find the need at home to have anywhere, anytime internet connection available then you may find the need in Bali.
