There are actually 3 ways into KTH.
From Poppies one, Poppies two and also Jalan Legian (Gang Bedugul)
Typical of many places in Kuta/Legian the lanes are quite narrow (say "one way" traffic width)
This does not stop large construction or delivery vehicles from going in with few problems.
As with anywhere you will need to keep an eye on the kids, but this is the same as anywhere.
I have never had taxi problems (before we decided to drive a rental) but I would advise you to tell any taxi driver before you get in where you expect to be taken (I.E. far end of Poppies 1) and if there is any hesitation from the driver, just get the next one that comes along.
Vehicles traverse Poppies 1 all day (and night) long.
Many many families with kids of all ages have stayed at KTH over the last 4 or so years and I am unaware of any real problems.
The real advantage is in the accomodation itself, which is spacious and modern with a lot of home comforts.
I am sure that you would not be disappointed.
