The LCCT is not a terminal where you would want to spend a lot of time as it is not equiped as a Singapore or even the KL "normal" International terminal.
Certainly, it is feasible to take a shuttle into town for a few hours of shopping, although you may need to store luggage in a locker at whichever airport you are at.
From the LCCT you can see the tune hotel (airport one), it would be a 10 - 15 minute walk and may be worth checking out as a place to base for a few hours, look after stuff, arrange shuttle etc.
Daily tarif is cheap at Tune.
