I don't support the idea of changing through different currencies, as each time you do, you will be paying someone for the pleasure.
Personally, I would just change enough for the USD25 VOA fee per person, and leave it at that......what will be will be.
When in Bali, try to arrange to change money mid week to get a slightly better rate.
