This happens only when the correct amount of funds does not arrive in their account,and is caused mainly by YOUR bank not having a working relationship with their bank so send the money to them VIA AN INTERMEDIATORY BANK,which could even be in America,and of course this bank deducts fees for themselves out of the money being transfered leaving the balance that arrives short.
This is not really the balinese account holders fault,in my opinion ANY bank that sends money this way SHOULD KNOW that fees will be taken from the amount sent and declare this upfront and charge the extra (incorporated into their own fees).
The only way around these extra fees is to shop around various banks to find one that can send the money direct.
