if she is clearing indonesian customs in Jakarta, this means she will be required to collect her luggage in Jakarta and then check it in again for the denpasar flight.
So probably easiest to buy when gets off the plane in Jakarta (before she collects bags)... as then she would then have a chance to put it in her checked luggage and save carrying it on board the next plane.
