Have a look for Spouse Visa, De Facto Visa, or Fiance Visa... They all have their rules and requirements but it may give you an idea of which one you need. There are a few options. You may get a Tourist Visa for him to come and visit and see if he would like to live in Australia. They usually come with a 8503 -"no further stay" clause which means, except in certain cirumstances, he has to leave Australia to apply for another visa. Or if you dont want to worry about the tourist visa then just go for the Partner Visa...Depending on the circumstances, the current waiting period of granting Fiance visas seems to be between 6 to 8 months. The spouse visa is a bit faster, about 3 - 5 months (unless there is children involved) and the Defacto visa about the same time (although you will have to prove a genuine defacto relationship for the last 12 months)
All the visa details/requirements and application forms are online at www.immi.gov.au
There are a few people in Bali who can help your friend, but eventhough it its time consuming and indepth, it can be done yourselves quite easily.. If you have any questions you can email me....
Good luck
