The "excess" that you refer to was declared and treated in accordance with customs requirements.
The duty requested was paid, and it is not my responsibility to audit that process any more than that.
You seem to think that as an outsider, you have the right to dictate what the Indonesians do and what they should not do in their own domain.
You may not like (and obviously don't like) the way they choose to run their own affairs with regard to Immigration and Customs matters.
They will continue to make their own decisions to allow (or not) VIP services, allow (or not) paying VOA in other currencies, allow (or not) the selling of conterfeit goods, allow (or not) chopping down of trees on the beach, allow (or not) the overseas purchase of properties and in fact make their own decisions about what goes on in their own country across the board.
If you, or anyone else doesn't like it, you can cleanse your concience by not involving yourself in whatever troubles you, or in fact travelling elsewhere.
One thing is for certain, and that is that they will continue to make their own decisions, and nothing that gets said on this forum will influence them one way or the other.....thank goodness!!
