Last year I stayed at Taman Sari Cottages in Poppies 2 Lane in Kuta for Rp 200,000 per night. There is a 24 hour reception desk, though you might have to wake up the staff!
Taman Sari Cottages is opposite various surf shops and being close to the night clubs, there will be lots of people around at 2 am.
