The reality though is that if you declare it, the customs officers may show some discretion and let you through with small additional amounts OR they will drag you off to their "little room" to try and encourage some "duty" from you.
I've taken this up with the Indonesian embassy in Australia and their response was that the officials can charge you whatever they like - as you can't officially pay the extra duty.
This is no different than bring alcohol into Autralia. You are allowed two ltres in your duty free allowance but if you go over that, you will be asked to pay the taxes/duty on the whole quantity!
