is VIP VOA legal?

While parts of Indonesia may be 3rd world Bali definitely isn't and what makes it so is the amount of revenue generated by the tourist industry. The wages paid to officials are not high and yet VOA officials man only 2-4 booths. One can't help but think that the VIP VOA is aided and abetted by the go slow and inadequate "service". Can anyone clarify if the VIP VOA is legal? If not then it smacks of the kind of corruption that at best merely helps queue jumpers but at worst can abet the worst kind of crimes.

I have travelled extensively through Asia and Bali is the worst I have experienced as far as immigration queues. As for the island of smiles this is a concept that I've yet to see at the airport.
