The thing is with both arms fractured the little girl would have no balance as we all put out our arms to balance if we feel wobbly. The narrow footpaths in Bali are often congested with either stall holders or people just standing around looking or haggling. The little one has only has to get knocked slightly for her to fall off balance and she would be unable to save herself possibly causing more injury to her arms or perhaps to her face/head. Whilst a wheelchair is not ideal, it would offer her some protection.
