Bali is predominantly Hindu, but many Muslims work in Bali and take holidays during Ramadan. During Ramadan Indonesians travel home to see their family, so Indonesia is a seething mass of people moving from one end to the other. Public transport and flights are busy, and motorbikes more difficult or more expensive to rent.
At the end of Ramadan many domestic tourists visit Bali and traffic is probably the worse then for the whole year (and that's saying something).
You will find that some shops have lower staff numbers as some staff are on holiday, but everything is open in Bali. Some smaller businesses may close for holidays if they are owned by Muslims.
