We have stayed at the Bali Dynasty many times and the kids love it. Our friends Stayed at the Hard Rock late last year and we spent a couple of days there hanging out with them.
I agree with Spike that the Dynasty is better for younger children as the HR pool is very very big so much harder to keep an eye on the kids. The HR does have a kiddy pool too. The food & drink prices I thought were comparable. The only other thing I would say against the HR is that most of the rooms are a long way from the pool, but that doesn't matter to a lot of people. At the Dynasty we normally have a family pool view room or executive suite and both are very close to the pool which I personally like.
On the plus side the HR through Air Asia is only about $120 per night for a room with 2 double beds so it is quite a lot cheaper than the Dynasty.
