I quite like the Sheraton as a hotel to chose if you want to stay right in Senggigi itself. It has a nice pool area, the rooms are nothing fantastic but not bad.
My preference over the Sheraton for a similar budget would be Qunci Villa Hotel in Mangsit. Nice small boutique hotel, great service, quite 'zen like' in the decor.
Jhillary's suggesting on Beach Club would also be an excellent choice if you don't want to stay in a hotel.
Places to eat in Senggigi - cheap and good is the Cak Por tent that sets up in the evening across the road from Asmara restaurant. Mid range - there is a place just up from Sheraton, I think it is called something like Jese.
There is quite a nice upmarket place (owned and run by the same crowd that does Qunci) called De Quake, which is next door to the Sheraton in the Art Market. Other restaurants that are worth a look are Tamarin, Bambu, Asmara (all in Senggigi), and Cafe Alberto for italian or pizza (next door to Beach Club in Batu Bolong).
