The building of any data base is an advantage, especially if other countries join the program.
It is not just the one strategy that will have an effect, it is many different strategies working together that will help to tighten the net.
Think also of the money laundering, smuggling and child molesters that could be affected by an identification program.
Certainly sounds good to me.......IF it ever happens.
