You are right that not all travel insurance policies cover driving a motorbike or being a pillion passenger even if the person driving the scooter/motorbike has an International drivers permit endorsed for a motorbike.Many travel insurance companies only cover you for hiring & driving cars & not motorbikes.
Another important point to remember is even fewer policies will cover you if you have accident,damage or wreck the motorbike totally or damage any other property.It is very worthwhile to make phone calls to the travel insurance company & ask specific questions before you sign up a pay for a policy if you intend to hire a motorbike in Bali.Most of the companies that do cover motorbike riding usually state the bike must be under 200cc & that rider & passenger must wear a helmet at all times.
I think that in WA you can ride a motorbike under a certain CC's without a motorbike licence - unfortunately some people think because this is the case in their home state that it will be the same overseas & that their travel insurance will cover them - it will not !
