I think you are perfectly entitled to report your experience here (as I think that what this site is about - sharing experiences and information),

People rarely make decisions based on one bad report so if this is an isolated event it shouldnt hurt the hotel, but if we hear repeats then we will all know to steer clear.

Also hotel service, cleanliness and food quality can change dramatically over a short period of time (i.e. I previously raved about the Jayakarta but my recent stay I bagged it as it had declined so much) so regardless of past positive reviews if the new ownership doesnt ensure its a pleasant stay for guests you would imagine he will feel it in his pocket.
