I don't think you get as good an exchange rate using Cash Passport or travelers cheques.
I have withdrawn up to 3 million Rp at any one time from ATMS.
Just remember Bali's ATM's are different than Australia's in that the last thing that comes out is your card, if you take your money and walk away without clicking on "end transaction" and take your card, your account is still open and the next person that uses the ATM can access your account.
