I am going to Bali in 6 weeks and looking at hiring a scooter. I emailed a few travel insurance companies regarding hiring a scooter and cover for this and their responses are
1Cover: As long as it is under 50cc you only need a current Australian car licence, you do not need a motorcycle licence
SCTI: There is provision for cover if you are injured due to an unexpected event while riding a scooter overseas.
You must not intentionally or recklessly place yourself in circumstances when undertaking activities which pose a risk to your personal safety; however the terms and conditions of the policy do not require that you have an Australian licence.
