As for the legality debate, since they made the tourist visa the same code as a social visa (B 211) then this enables it to be extended after 2 months ...as per the social visa (ie you need a sponsor, fingerprints taken at some stage, personal appearance at immigration)
Yes have seen it written that the tourist visa is still not extendendable, is strictly speaking illegal etc
But it is still currently being extended now (and since 2006) by the relevant immigration departments, visa agencies & people doing it themselves.
