Not all financial institutions charge ATM fees for overseas withdrawals - and the ones that do charge have varying rates. It's worth checking with your own bank to find out exactly what you'll get charged.
My credit union charges no fees at all, and the rate I get is equivalent to what's advertised on the street (within around Rp200). I haven't used a money changer since 2003.
