surfboards are part of luggage allowance but are classified as sporting goods and up to 15 kilos of sporting goods in one bundle only counts as 5 kilos of allowance
look up oversize luggage and sporting goods on pacific blue website
you can actually gain a bit of luggage allowance by putting stuff in board bag just make sure its legal stuff
