There is a little warung on the roundabout near Novotel that does nasi campur if you are up to trying some local food. It is very cheap and a popular stop for passing surfers to pick up breakfast. Otherwise there are plenty of losmen in Kuta where you can get a basic western style breakfast.
Novotel has its own cars and drivers but I would recommend renting a scooter. The roads around there are very quiet and there are no traffic police unless you head as far as Praya 25kms away. You can walk into Kuta but it will take about 30 minutes I reckon.
Novotel is a lovely hotel. I have never stayed there but have been a frequent visitor.
