An 11 year old's body simply hasnt developed enough to take the forces that are exerted during a bungy jump. Just like at this age, kids will get a greenstick fracture and not an adult break fracture. Their tendons/ligaments are simply not tough enough yet and overstretching them seems a stupid idea.
At 17 their bodies are much more likely to be developed. As far as the other risks you describe, driving is part of normal everyday life - something we have to do in order to go to school, work, shop etc. So that is accepted. But we certainly dont have to bungy jump in order to live a life.
