Puri Raja would probably have given an allocation of rooms to hoteltravel.com. and if they are like other accomodation wholesalers, they will Book the rooms and let the hotel know only a few days before you go. So puri Raja is correct to say that they dont have the rooms available, because they cant allocate rooms that they dont know if they have available or not.
We have booked a lot of hotels this way and never had a problem, although we have never used that one in particular. It is worth a shot though.
