I have stayed at Puri Raja a couple of times & also love the hotel & staff. I have never nad a problem with stealing.
I always lock any valubles in the room safe. to leave money or valuables lying around is a risk no matter which hotel you stay in.
Sorry that you had money go missing & now you have learnt your lesson. but glad to hear you would still go back
