Central accomm near surf?

Hi all, asking a question for my parents, they are going next february and want to stay somewhere quite central to Kuta/legian but near the surf.

Please recommend me some places 3-3.5 star.

Also where are all the spots surfers shouldnt miss out on going in Bali.
