I am staying in the KP in July but as i understand it there is not alot of grass space (just gardens) for toddlers but then again you are opposite the beach (plenty of room there to run around).
If your looking at the dynasty & padma then either the little one can swim a bit or use floaties as these pools are not fenced off nor is the KP.
It has 2 pools with a kiddies end on them. Should be plenty of kids around as it is a popular family hotel.
The Puri Raja just up the road a bit is another hotel i have stayed in a couple of times & it has 2 pools but only the pool bar one has a kiddies pool area. Again not alot of grass just gardens but again opposite the beach. Many families with little kids were staying there when I was. PR would be dearer then KP so see what quotes you get.
