I think its a matter of choice. To me Kuta, Legian and Seminyak are all as busy as each other. To me Sanur is a much quieter place but you might tend to be getting taxis to come to Kuta area. There are some gorgeous hotels in Kuta area and you will still be escaping the hustle and bustle. Discovery Kartika is right on the beach, gorgeous hotel, but bit pricey. Ramayana Resort is good location, 2 minute walk to the beach. Bali Garden is right on the beach, maybe a little cheaper but the pool areas (right on the beach) look great and I believe there are additions going on, so maybe they have finished. Kuta Paradiso is right on the beach and is more a 4 - 5 star. You could try Mandira in Legian also, just across from the beach. Hope this helps a little
