The age requirement is just a small part of it.
To get the visa, you have to have the support of their government, hold or be studying towards tertiary qualifications and speak Indonesian (not just 'tourist speak').
If you met all the requirements, and you were one of the lucky 100 that gets a visa, given a local wage is around 1 million per month, or maybe 1.5 million for a professional, you are unlikely to make enough to support your travels.
The visa is probably aimed toward Asian Study students at Uni who are specifically studying Indonesia. Even then, the Socbud is probably an easier option.
