may I suggest that when she goes back to try again, she goes on a different day and looks out for different officers. Even if she has to go in a few times, have a look who's working and leave if it's the same guys, try sunnies and a headscarf so they don't recognise her. Then when she see different officers she can ask for a police check for work purposes. She can say she has a job offer in Australia and needs a police check. A lot of places require them in Australia especially if the employee is handling money.
You could even do a letter on letterhead saying you are employing her and require a police check.
