I first went to Bali around 16 years ago, and there were plenty of people there just to party and get drunk with no interest in the culture at all. There were also plenty of people who were also interested in the culture. Pretty much the same as now, but the fashions have changed a bit, and now you buy fake CDs and DVDs instead of cassettes, lol.
It all depends on where you stay, and also who else is there when you are. I've been at hotels over a month-long stay and seen it go from party central with super-loud swearing idiots, to being peaceful with great friendly people, and then back again within the space of that stay.
