Even if your hotel will drop you off & pick you up, there are times when you want to go further than is comfortable to walk while out & about shopping etc. The sort of circumstance where you'd just flag down a Bluebird for a Rp5K trip (& tip, of course). It's a huge hassle negotiating for transport to take you a short distance in Ubud. Even guys on motorcycles want ridiculous amounts for short trips. It turns me off the place.
The Banjar should allow metred taxis there, whether Bluebird or not. I think that there would be drivers actually earning money rather than just standing around with signs. BTW, only use the guys with signs.
