Any amount more than a few of an item is considered a commercial quantity, and you MAY be in trouble. It's allways better to declare. If its only a few hundred dollars, once you've declared it they often, say, 'oh that's fine, don't worry about it', but you've covered yourself that way.
Techincally the $1,000 is only supposed to apply to stuff you import in other ways..like postage etc.
