Will try and keep this brief. I read this a while back. In a nutshell, the local council has banned metered taxis, because the young married men have to return to their village immediately when summoned. This makes them unemployable in the hospitality industry, so to compensate, they get the 'transport' job. You don't go to far in Ubud without being offered 'transport' Hope this helps
