Fiskal has always been payable but at a much lesser amount.
If you do a search of the archives there has been previous posts outlining how to get the tfn etc.
Yes it has to be paid by Indonesians each time they leave the country.
If they are migrating to Australia, before the next trip back to Indonesia register at the Indonesian Consulate/Embassy in your state.
The consulate will put address in the back of passport.
Also will get a stamp stating they are now living overseas.
