money. One male dog can easily mate more than 200 times a year so leaving even one male uncastrated will not significantly affect the pregnancy rate of a large number of the female dogs. Speying females may be slightly more useful but likely to be largely cosmetic in current situation in Bali where competition for food is a major factor in pup survival so when less litters the survival is likely to be higher.
Desexing 500,000 dogs in Bali is not possible, either for financial or human resource reasons in any practicable time span. If 50 could be done a day - highly unlikely - then only about 15,000 per year and so take over 30 years to do all by which time we are looking at the great great grand pups of the current population, and little if any reduction has occurred.
