It sounds like LAWANG ROOT oil,and i'm very surprised if you have been to bali a few times and have neither been approached or seen it being hawked around the restaurant's.
If you have a Favourite restaurant you go to several times per trip maybe ask the staff there if the either know someone who comes around selling it or alternatively give them some money and ask if they will buy it for you next time someone comes around.
