and yes it would be easier to manage an innoculation program with few animals to manage, but my understanding is that the issue isnt just with the dogs and that monkey bites etc are also a cause, so would they wipe out the whole monkey population as they dont have "owners" in the sense that dog's can, and they contribute to the economy of Bali.
I have seen a real improvement in the condition of street dogs in Bali and what appears to be some real success with the education and conditions for dogs - yet there is still a long way to go. I know that desexing programs by various groups are being done which ultimately help to control numbers in the long run. Funding is again an issue.
My understanding of reading some literature about rabies control is that where they have tried culling it has failed. I hate to think of culling but the lives some of these dogs have makes me wonder what is crueler.
