Is it asking for a passcode or pin?
Some carriers force you to enter a sim pin on an iphone. But they should give you a default one which you can then change.

Otherwise, sometimes when changing sims the phone might ask you to enter a passcode during the first setup. You then need to use that passcode everytime you use the phone. You can turn this off, once you get into the phone. There are ways to get past the passcode to certain features of the phone, but I will leave you to google those if it sounds like the sort of problem you are having.
