Case would be considered "importing" in some eyes but apparently not in all.
It is the chance you take when taking in more than your quota. THAT is why you declare it then it is up to THEM if you can negotiate a fee or they take the lot off you. Simple. It is the risk you take.

What does his informative post have to do with you ranting about Baldie "bribing" officials to get his declared wine into the country? Seems he agrees with Baldie, did you miss that?

Many things are illegal in Bali, and many times a fee can be paid to have these waivered.
Ask anyone who has been pulled over while riding a motorbike and has had to pay a 'fee' to the policeman to continue on their way.

No apology needed as I know you struggle with them.
